The consultants involved (Stantec) wrote a Strategic Outline Business Case – you can find it here but be warned it's 30-odd pages – and submitted it to the Department of Transport back in 2021. At the time of writing (March 2022) we're awaiting an outcome but in the meantime you can read a summary written by one of our newer members here . N.B.
